BRIEFING ON THE CONDUCIVE ECOSYSTEM OF PUBLIC SECTOR (EKSA), PUTRA AGRICULTURE CENTER

 

15 Ogos 2022, ISNINPUTRA Agriculture Center (PAC) is well receptive of the UPM’s Administration Management Star Rating Award. Conducive Ecosystem of Public Sector (EKSA) contributes 10% out of the total overall marks in the star rating award calculation.

For the preparation of the EKSA Audit, the Central Committee of EKSA froam PAC has taken an approach by organizing a briefing session on the empowerment of EKSA to all 79 staff of PAC. The briefing has been delivered by Mr. Mohd. Sahrizan bin Mat Yatim from the Center of Alumni Relations, UPM. He is also the EKSA facilitator for UPM.

Conducive Ecosystem of Public Sector (EKSA) was introduced by Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) since January 2014 as an initiative to re-brand the 5S Practices. The implementation of EKSA is to improve the elements in 5S by supporting the presence of a much more conducive working environment.

The re-branding elements of EKSA are associated with the conducive and corporate working environment, agency diversities, creative and innovative with the incorporation of green sustainability practices. The management of UPM is very committed with the implementation of EKSA in the university by preparing the Guidelines of Implementation of EKSA for UPM (2nd edition) and was authorized for usage in June 2022. On the other hand, the management of UPM has also appointed 23 facilitators from various category from PTJ’s. The implementation of Internal Audit of EKSA courses have also been conducted and subsequently the recognition through Quality Working Environment Award will be awarded during UPM’s Innovation Services and Quality Award Ceremony. The management of PAC is fully supporting the implementation of EKSA at the PTJ’s and will always be in involved in related and planned activities in order for the activities to be succesful.

The benefits of implementing EKSA are to provide a quality working environment (clean, tidy and safe), identify, ameliorate and avoid wastefulness (cost-saving), increasing the image profile of the public sector agencies, improving the spirit of teamwork, increasing the discipline of the departments/agencies personnel, strengthening the quality of delivery and creating a clear and distinct working standards.

UPM has its own EKSA’s logo and being used throughout the PTJ’s in UPM. The execution of EKSA in UPM are applied to all PTJ’s and all categories starting from the management to supporting staff. The implementation of EKSA for large PTJ’s are up to 60% of the transformation consisting of all areas to be evaluated and for the next phase until 100% are covered and this needs to be stated in the EKSA’s milestones while for a smaller PTJ’s, the transformation process needs to be 100%.

Four steps in EKSA implementation are the formation of EKSA’s working committee, organizing promotions and training, executing the actions that have been planned and obtaining the EKSA’s certification. The components of EKSA evaluation includes:

  1. Primary implementation needs,
  2. Office/working spaces,
  3. Public area,
  4. Environmental safety,
  5. Surrounding area of the offices
  6. Certain areas/spaces (according to the suitability of the agencies)
